People often ask why Pittsburgh, with it’s great universities, isn’t
seeding more startups. Maybe it’s because an essential missing component is a
large pool of large tech companies to employ university engineers and scientists
after graduation, until the stars align properly for them to start their own
ventures.

Hence; why most graduates move to the DC area or NYC or New England states.
No reason to keep them around.
Although it's not like there aren't ANY tech employers--Google, for example. It's also a bit of a chicken or the egg kind of thing. Big tech companies might be hesitant to move here because the tech culture isn't strong, but the culture isn't strong because big companies aren't moving here...
